Ik heb begrepen dat de twee grensovergangen bij Neum op de kustweg momenteel ook alleen maar voor Kroatië-transit (en Bosniërs?) gebruikt mogen worden, maar niet voor niet-Bosniërs om via Neum verder Bosnië in te reizen. Het schijnt dat de Bosnische politie daar ook op controleert in Neum en op de M-17.3 tussen Neum en Stolac.

The Decision on Prescribing Additional Conditions for the Entry of Foreigners into Bosnia and Herzegovina stipulates that foreigners transiting through the territory of Bosnia and Herzegovina to return to their country of normal residence may enter Bosnia and Herzegovina without presenting a negative PCR test for the SARS-COV-2 virus, without staying on the territory of Bosnia and Herzegovina, while when transiting through BiH to go to other countries requires a negative PCR test.
I am a citizen of a member state of the European Union / Schengen, may I transit through the Neum Corridor given the COVID-19 pandemic?
In accordance with the Agreement on Free Transit through the territory of the Republic of Croatia to and from the port of Ploče and through the territory of Bosnia and Herzegovina in Neum, if there are no other legal obstacles, transit through the territory of Bosnia and Herzegovina is allowed only through the Neum Corridor, i.e. road communication between border crossing points Neum I - Klek and Neum II - Zaton Doli, without detaining and leaving the mentioned road communication.
Please note that when transiting through the Neum Corridor, you are not required to have a PCR test for SARS-COV-2 virus.

Persons who need a visa to enter, stay and transit through the territory of Bosnia and Herzegovina, may transit through the territory of Bosnia and Herzegovina without a visa, exclusively through the Neum Corridor, or by road communication between the border crossing points Neum I - Klek and Neum II - Zaton Doli, without detaining and leaving the said road communication.

Kortom: je mag als transit (alleen) via Neum rijden zonder visa of tests die je voor de rest van BiH wel nodig hebt. Als je haar huis rijdt dan mag je ook een andere route nemen door het land (maar dus niet op de heenweg).
Ik denk dat die controles op de M17.3 er zijn om te voorkomen dat mensen de Neum-corridor gebruiken om makkelijk het land in te komen. Maar naar mijn weten waren die controles er vroeger ook al.
